What type of experience would be required to setup a custom module like Threadless is using on their Facebook page? Facebook API experience is a given, I assume. But what else?

The most experienced person would be the person who has already done this.
However, I think you can do it with basic HTML knowledge. Read through the facebook Pages FAQ. I've looked at doing this before, and it seems easy.
