Question:
If you were broke and car-less with shitty clothes but have good skills as an editor, motion graphics person and designer and you want to pursue a career as a film director (plus you have some scripts ready to make into films), do you think you would have a better future going to L.A. or NYC?

I live in downtown LA/Little Tokyo, and I use my car once a week tops. Weather or not you need a car depends a lot on what part of Los Angeles you decide to settle down.
From Downtown to Mid Wilshire you are fine with out a car.
