Hourly. Keep it simple. Preface the number with "most things will only take ....".
That'll keep him from taking advantage of you (when you were in house he could have you do as much as he wanted) and will keep your pay safe.
I'd skip the confusing pay scales. A simple $100 per hour is good.
FYI - every client that we have redesigned their site that had a CMS never opened it. It is a great idea to be able to 'update' the site without someone, but no one wants to even learn a little. I give our clients the option upfront, so far not many choose to do it and become angry that the previous company convinced them it was essential and charged them a ton for it. (and I see that I am not the only one with this experience - great 'idea' doesn't equal great 'solution')
