Need to find a company that will allow STMP Preferences turned off for EDM's/Newletters/Email Blast/Promotion emails.

The issue: Need to send out EDM's to individuals that are not signed up for our newsletter. If X% are flagged as spam, we loose provider and live site days. Trying to find a company that will allow us to email out to as many as we want without being considered as "Junk Mail"

Wouldn't you be considered spam though if A) you're sending to people who didn't ask and B) you're using a % to determine if they sorta can tolerate getting your blast or really hate getting your blast?

I'm also having trouble finding the distinction between what you're asking for and spamming. What are some legit examples of something like this?
