in AE you could use 3d stroke and lux if you have the trapcode effects.
i'd probably do it in C4D using spline wrap and area lights with the visibility turned on and no illumination checked. not sure if there's anything similar in max.

You could do this in AE using particular. Animate null objects in 3D space. Then parent particle emitters to those null objects, using Particular.

Check out the VideoCopilot tuts. There are some that go through effects very similar to what you're showing up there.

i actually have an idea which is more simpler than what u suggested.
use the whites lines and create a grid with the blue background - like a blueprint effect.
Then have the actually image animate on using a mask

I have this image that I would like to bring to life. I'm just not sure of the best way to accomplish this. I could build it in 3DS max, but I'm not sure how to get the points of light that you see there, or I could do it in AfterEffects, but I'm just not sure how to build the lines or the light there.
Any ideas would be greatly appreciated.
