I don't think there is any law forcing employers to provide time for voting (at least here). Otherwise, wouldn't everyone just go at noon, stand in line for three hours, and get the rest of the day off?

There are indeed laws providing time off to vote. In California, legally, an employee can take up to two hours paid time off of work to vote. Other states vary.
