I know this sounds crazy but is there a utility or way of telling a file to actually be smaller than it is. For example, I have a file thats 48kbs is there some way I can tell it to say that its only 28k?

get rid of the video clip. that will surely bring it down.
oh, and you probably don't need it set to stereo 128 mp3.

well I found a solution but I had to take out alot of animation. The problem was a heavy font unfortunately

Jesus Christ, man - when I started this shit, we used to have to create primary gif banners at less than 12kb (8kb for secondary) - Flash and 30kb is a veritable luxury!

you need a media system that allows "polite loading"
you have a loading animation until the entire page has load, at which point the rest of the media loads in. this keeps the site owners happy and allows you to do something interesting with the media. eyeblaster and tangozebra both allow this.
