Haven't worked with this before, and just had a client ask about it. Does a site need to be developed a certain way to work with this program, or does it not matter?

Yes. Depends on the editability the client will need to determine to what extent.
Things like:
- Will they need to apply styles etc?
- Will they need to have the ability to create new pages.There is a limited permission system, and you can relegate their access to specific directories on the server.

I think in this case they just need to edit content. Are there certain tags that need to be included in Dreamweaver to make this happen? Just trying to understand, big picture, how it works.

No special markup really. In the most simple implementation it can behave just like MS Frontpage (wysiwyg and ftp).

You need to build the site with Dreamweaver Templates and use some of those special tags you mention. I am told it is really easy. Beyond that it is just case of configuring the clients installation of Contribute.
