skt, I think frames want as little tags as possible so perhaps your CSS was throwing it off.
Frames are the devil.
I do not condone their use, however, in some cases...

Also:
If you just rename that skt.asp file to index.asp or index.php, whatever folder it is in should not need the actual file name written out.

the php isn't working because the file you're trying to include does not exist.. the website probably uses 'mod-rewrite' (Apache) to redirect you (or rather the request) to the correct location of the file, while maintaining a virtual URL in the adress-bar
