well yes, yes they can.
I was on the phone the other day to the water company and this girl just couldn't get this into her head, I was paying our water bill, around £40, and that bill covered 7 weeks as we'd just moved in, she was now trying to put me on a plan for in future that would charge us on an estimated basis, at a cost of £40 per month. Now I questioned this repeatedly and refused to agree with her, I was beginning to get irritated but she would not have it and insisted on growling at me that she has 10 years experience working there (lol, unlucky) and their estimating techniques are extremely accurate etc etc, but she could not get it into her head that we had used £40 for 7 weeks, so it's unlikely that we will be using £40's worth of water in a month.
In the end I stopped the direct debit order and hung up.

Wanted £268 for 3months when previous quaters were about £70.
What they don't know is that I had the Millenium Falcon on charge and hosted Las Vegas week.

These guys are sofakingstupid
I dont have the energy to go in to my rant, but lets just say it took about 1 month and god knows how many hours on the phone.no solution to my problem was found.

i have a million verizon horror stories.
i was having our analog lines transferred to a new digital service, there are 2 steps, releasing the numbers from the old service, then provisioning them on the new line. i stressed that we needed it done as soon as possible. she told me "she did me a really big favor" and scheduled the work as soon as she could, bumping others back.
unfortunately, she scheduled the provisioning to happen 48 hours before the lines to be provisioned were released. oops. thanks for the favor!
