Careful, this was posted a while ago and I said similar things and was called an idiot.
Although there was a good point brought up asking if stores should have handicap ramps or not.
I'm not quite sure what to think on this... so the just is still deliberating.

I work for the government, and I have to make mouse-over text descriptions with a script. This is so that blind people can understand what's going on at the site. They have a program to read the text description to them.

Well, writing good code would have you including ALT tags with all your images in the first place.
(Unless you're part of this new punk web designer movement that just doesn't give a damn.)

i'm not talking morally right or wrong, all things should be designed for accessibility, that's the ideal purpose of design, but is it a right that as i blind american, i can shop at target online?

You can't use ALT tags for really long descriptions though. I'm still looking for something simple to use. Right now I'm using a mouse-over text script.

imho gov sites are obviously obliged to have it (and should be sued for not having it), but if you can sue a private company for something you find discriminative then hell breaks loose. in this case, companies should use it as a surplus though, but not necessarily has a rule.

Actually I repeal my initial statement about this...just had a long discussion with my bud who does web development for a financial institution and he set me straight about accesability issues...and also the legal stuff he has to deal with for developing banking sites...crazy shit that they have to cover their asses with. Did you know drop down menus are against federal law on certain areas of financial/banking sites bc of accessability issues??
