I don't think anyone can be charged with criminal implications. I think the school will be making some kind of administrative penalty only.
If you think about it anyone with half a brain would claim 'that was a hand rolled cigarette' or 'I was smoking tobacco from a pipe'. These photos certainly would not be enough evidence to even charge someone with a crime.
Seems like a silly waste of time.

the law is something that is bound to the morality of the moment, choosen by the unintellectual majority of people, or worse, by the state of paranoia amongst people.
these people wnat these laws enforced to basically protect themselves against themselves.
if you have a strong sense of morality you would not need laws.
if i smoke weed or just tobacco somewhere and someone would feel offended i would gladly move away a bit, but still enjoy my smoke.
but since we live in a world full of herds of dumb people we need to maintain archaic and rather childish laws..
that's rather unfortunate for those who do have morals but do not necessarily follow the law as tight assed as the institutionalized worlds wants to..
