is there a way to set the quality of a MC only?

I'm just guessing here, but I think you can... to some extent.
Unless I'm mistaken, the quality settings have to do anti-aliasing and bitmap smoothing.
On a link I posted yesterday, one of the Flash developers gave a code as to how to dynamically load bitmap images and manually adjust their settings using the bitmap object class. In essence, you can set whether or not they are smoothed, regardless of the quality settings.
Whether this workaround applies to vectors... is something I'm not 100% about.

I should note, that you cannot use this method (or any method that I know of) to turn off anti-aliasing, which is pretty integral to setting a moveclips quality to "low."
