i've got the same pad.
It seems that the layer is glued on so fitting a new one will not be a problem.
If you use the mouse or pen on the surface under the layer, all should still work fine therefore I would say that the layer does not have any specific electronics.
In this case I would just email the part request, below, and instal it yourself.

Yes, i first contacted the support center, but they only respond me i will send the tablet to Germany...
I´m watching for alternatives... but, surely, i´ll finish sending the thing...

Hi people!
My lovely daugther cutted my wacom intuos3´s overlay, this grey color plastic one, and now i don´t know if i can replace it with the spares i can buy in wacom europe, or is an electronic component dammaged on it...
Sending the tablet to Germany (where the support center is) from Spain and reparations will cost aprox. 200 €. I can buy used one in this price.
Is has been anybody in the same situtation? Is easy to replace this overlay?
