Not sure about iso or WB, but there are some great filters from nik multimedia for adobe photoshop.

print them out and soak them in a cup of tea, scuff the edges with some sand paper.
you can do in photoshop with brushes and gradient mapping but where's the fun in that.

take off the lense cap.

Your photo is blurry because the shutter speed is too slow.
If you are in low light this can be tricky, especially if you don't have a full featured manual operation camera.
You can either:
a) open your aperture and get a faster shutter speed
b) set your ISO to a faster film speed (ie. if it's on 100 set it to 400 and you'll get a shutter speed 4 times faster, or 2 times faster at 200)
