Find a domain provider that provide those, www.dotster.com provides country ones dunno if all but they do, i recommand them, its who i use for domains.

I think you may need to be a resident of France to register a '.fr' domain..

I would get someone to buy it for me who lives in those countries, then transfer the credit card and nameserver details to you

Yes - that does appear to be the case. You need to have a French address for the .fr domains. Actually their system, although strict seems like it could be quite good in that you can't just set up a business domain unless you are qualified in that profession. So you can't set up an official architects site (from your bedroom say). Instead you have to be checked and confirmed that you are what you are claiming to be.
