all in all, yes... and generally, if other entities adopt something liek a "seal" it's to bask in the officiality imparted by the thing.

I am designing logos, cards, brochures... for a state office and the only seals these bastards have are old raster files.
I have had to make lots of vector seals and other official looking shits just to be able to design.
There is no design team here so if I need something, I have to create it.
I don't want to think what their shit looked like before, but it couldn't be too nice.
