You talking about that green PS image? Looks to me like the Wind>Blast filter and/or the liquify tool.

Hm, well, there could be a filter or effect (which I'm sure you've already looked for), but just thinking out my ass you could add a whole lot of points to the shapes and drag them hither and yonder.
