easy... you have two pics.. one blurred and the other normal..
Take them into flash and place the blury one on a layer above the other... create a movieclip that follows the mouse and have it act as a mask... I know it's a little more difficult than that, but if you look around I'm sure there are some tutorials that will help you out

nah it's a little harder than that.

pretty much what clear said

well that's the principle they are using...
the mask movieclip is probably 4 or 5 different frames with different shapes. That way the shapes it masks off constantly look a little different.
Anyway, if i'm way off base i'm sorry. I used to be BIG into flash, but I haven't used it regularly in a while.

actually that part looks a little easier than the drip. what about when the drip clears the blurred image?

same principle as the movieclip moose except you just have the mouse location start another movieclip (the drip) and that movieclip has all the script built in it for the gravity and the mask..
I do have to admit at a second glance... somebody did a lot more detail in the coding than I originally thought

thanks clear. I'm gonna try and figure that one out. may use the tecnique for a different concept other than condensation. props to whoever did the site.
