  are you separating the year month and day from the db?

  $posted = $row["posted"];
  list($year, $month, $day) = explode('-', $posted);
  $posted_timestamp = mktime(0, 0, 0, $month, $day, $year);
  $posted_format = date("m/d/y", $posted_timestamp);
