This shit's a pipe dream 'til we can radically evolve our energy medium density. If and when we do that, don't expect to have any control over the in-air process - for practical reasons, that'd all have to be automated.
Moller should admit that his is a hobbyist's fantasy, in no way a practical solution to ... well, anything, and stop gulping investors' money.
(I hope, in years to come, that I can come back and regret this post just like the naysayers in decades gone by who questioned the relevancy of personal computers or the future of the patent system... though I suspect not)
