What does your contract say? Is there a clear job description that you refer to? Do you know what a grid is? Does he have to sit you to get exactly what he wants because he doesn't trust your abilities? Does he have to do that with other staff? Maybe he wants to let you go but hasn't got the the guts so he drops your salary?
Or maybe you're not meeting his expectations so he's genuinely dropping your salary to give you the impetus to improve. A review does mean that salaries can go down as well as up (not often but it happens).
Only you really know what the situation is...
