max_prophet, I half empathise with your point, but a lot of really great design can come out of that sector under those very circumstances you describe if the people responsible for creating effective branding have the strength to push for a great result. Its not good enough to lower the standards to meet the limitations of commitee thinking or to do a less than great job becuase of political difficulties. Also, these are not problems unique to public sector work, this kind of thing is what we all have to do battle against, on all jobs, in all sectors, and we all have strive to do the best we can and have to accept defeat along the way.
This is not a junk article, its drawing attention to a very poor, generic, homogenised, bland brand logo device that will now be plastered, at great expense to taxpayers, all over Cardiff making it look bland and generic and immediately in need of a modernising rebrand.
I think you need to be here in the UK to appreciate just how many cities, towns, organisations, regional authorities, local councils, village organisations and public services etc all sport this kind of meaningless say-nothing emblem.
"Welcome to Cardiff"
