can they receive SMS messages on their phone plan? not all plans in the U.S. have this enabled by default....
but otherwise, yes- +1917 is the correct way of doing this. additionally (and this would be weird) you could try +001917 as that is the true int'l code for the U.S. should you not have a "+" key to access.
