I tried a few different photo labs to have my negs scanned before breaking down and buying my own... my experience was that even the good photo labs tended to do pretty crap work and it cost a ton of money.
When i did finally pop for a scanner i got a middle market epson that has done me fairly well.

there is one above this that is like $500 that is supposed to be considerably better, but for the most part i've been pretty happy with mine.
