Blowout is when a picture (or video) has way too much light for the camera to handle and the image turns white.
I would say your friend probably needs to charge enough to produce a professional product- I've done video and it's almost impossible to get a great product when you're working alone. It's simply too many disciplines in which to be an expert. Sound, lighting, directing, etc.
He should get a crew of about 2 or 3, and charge enough to pay them and himself. He'd probably do well to charge a flat rate per day of shooting. It's hard to tell someone exactly what to charge, because he might be covering equipment rentals, traveling, etc. Just charge enough to pay all that plus his crew plus himself.
Once you get the product better- you can charge a lot more.
