If we examine the history of the region (the sky), we will see that throughout much of history, there was limited conductivity from the clouds to the ground.
There were often wars and skirmishes, but this is a globall geographically important part of the world, the interface between the land and space, and many scholars point to the birth of civilization itself having originated here.
Following the expansion of the british and french empires into the region, almost arbitrary lines were drawn in the map of the sky, which bore no relation to the centuries old ditribution of electrons and culture.
Now, a century later, rogue electrostatic forces in the sky, having grown up in poverty with poor electrogovernments, housing and prospects are being manipulated by updrafts into mass suicide missions, where they combine their individual charges into one huge strike at the ground, the enemy, in their world.
