Kissing the belly was a great act pr-wise, uniquely subtle demonstration of great, scary, but caring power that his people need from time to time.
It lies within the culture's myths and archetypes.
He can do things other presidets cannot, because he is the tzar. He owns his people. He can do anything he wants, and no matter what he does, he will have people's support. It's like Lenin and Stalin, who murdered millions and still are loved by so many Russians.
The message is clear:
He's a harsh, but loving father.
