That's right.... I'm not too proud to say that I don't know much about paper these days...
Insurance company is asking for business card stock recommendations... so I assume they're looking for something above average...
Do you have any suggestions?
What about raised text and shiny letters? I'm totally out of the loop - the last time I worked on a business card it failed because I didn't put every brand and product on the little fucking card...

Has your department done any printing in the past with a local printer? If so call them, explain your project and request paper samples.

My go-to has always been Neehan Classic Crest (solar white). The 165lb is a beast of a weight for cards
The whole Classic Crest line a good premium choice for cards, letterhead, etc

There are companies that specialize in business cards, and most are happy to send you a sample pack of stocks they use. This is a good way to literally get your hands on them and see which works best.

If it means anything to anyone.... for a new boutique agency I opened up the cards were printed using soy ink and recycled paper... the most eco job I've done yet... the card/product turned out pretty good... a little bummed on the hue of the blue though...

Colorplan seems to be industry standard, atleast where I'm from.

Whether you want to use embossing, debossing, spot uv's, die-cuts, foils, soft touch coatings etc, depends on client, requirements and budget.
