This website seems to be a relic from the past. How would you go about updateing this to a modern standard web?

The entire site looks like a mausoleum, start living in the present not in the past.
Every single content you have has a date so build the entire site on a usable and informative timeline. What you can slice into various topics.
Show the visitors the atmosphere of this location using sounds and/or small video clips.
Make a section with a 360 showrooms (that virtual tour is lol)
Do some video interviews with new/old guests people who know the history of the location

Joke thread? I love that this forum because there are so many links to resources and an archive of good advice going back some 15 years (?). But the way this question was framed seems like you want us to write your pitch deck, and they're arent many here that will answer that strait. Next, youll be doing budget research on these specs and asking for prices on the job you scoped out here (don't do that). People get paid and hold an entire title or two for such work (EP & CD working together or maybe an AD and Producer, a director and an assistant, or a producer that taps their creative team to flesh out ideas and time estimates).
Usually when I need help that requires that much thought and planning, I reach out to someone here and roll them into the project for a price. It's fair for the work, especially if someone needs that much help to get a project off the ground and sell it.
I love banging out pitch decks and budgets. :D Im available to sort this out for you if you've got my day rate.

Daiz, it is a relic of the past. Truth be told nobody pays me for the website, so I'm limited to how much time I can spend on it. It's maintained with Frontpage. I would love to move it to wordpress or something similar so that I could allow my fellow San Fransisco historians to make changes themselves rather than me doing it all. Maybe when I retire...

Depends on the budget. First off, install Google Analytics and let it run for a week, or a month at best. Then you have a good overview of what people want from your site and where you are right now. Designwise, a standard WP theme should do the trick. I'd work on the content and tech before going crazy on the design. Maybe switch to a white background and use that yellow for higlights. But first, just start off with a basic theme and focus on content.
Put more money in creating good images and add a proper search. Add a Google Map locator for the houses. A proper Amazon widget for the books and other affiliate links could generate more Money. Page very long pages, split that.
Make sure to keep all URLs. Name images and give them alt-tags. Enable Gzip on your server. Create Social Media Accounts when content is good enough. Instagram and pinterest are fucking link goldmines! Use XML Sitemaps.

Nuke the whole site and start over. There isn't a single thing salvageable. The images and story are great but the site is an abomination.
