Clean / good government design?

Hi gang. Working on a new project that's related to security & government. Something similar to a neighborhood watch program but on a much more serious scale. Something like NextDoor.com but more focused.
Looking to find examples of clean, non-scary, non-propaganda design. Trying to avoid anything that implies surveillance, oppression, fascism.
I've been looking a lot at older military field manuals and things of that nature.
Can anyone think of related design articles I could take a look at? Much appreciated.
