Adobe Premiere question

I need to edit a very long video, having to do this on a work laptop so it seems to work much better in Premiere than After Effects.
I don't have a lot of experience in Premiere and havent used it much in the last 10 years.
My video is 720x576, and need to set the canvas to 640x360, but when I try to do this in 'sequence settings', it's scaling/distorting the actual video. I basically need to make the output canvas smaller, then manually scale down my video and create a letterbox. Cant figure out how to do this in the program or in a google search.

create a new sequence with the settings you want, and just paste the movie there, and say "no" to the dialogbox that appears when you paste it, it says that it can conform your newly created sequence to the settings of the video you're pasting
then just select the video and go to the motion pannel and scale it down, or just right click and scale to frame size

btw, premiere is for editing and after effects is for effects.
you don't render your entire movie in after effects, you do that in premiere.
you render takes with effects and import on premiere, or use that linking option, but I don't like that because you lose the instant playback premiere has, and your project gets all messed up with linked assets here and there, it can easely become a mess.

I have a new sequence with the settings that I need, but when I import the video and drag it to the timeline, it tells me it doesnt match the sequence settings, so i tell it to keep existing settings, and my video is still too large for the viewing area.
How do you scale a video down?

Oh you mentioned the motion panel. I dont see that in the effects panel.

- its not made for that, you can just use the scale to frame size to all the cuts at one, using scale is just to preview some compositingfeel

Im watching this video on how to scale it down. The motion panel doesnt exist in Premiere CC apparently. Its not here.

- Premiere CC has an "effect controls" window where the scale property isbartosz
- it's nested within Video Effects > Motionbartosz

just import the video, click no to the dialogbox and right click on the video layer and select Scale to Frame size
