Letterhead templates for letterheads

I need to make a reusable letterhead template for coworkers. Whats the best solution? I want something that can translate well and looks nice. They want MS Word but theres got be something better.

Outside of it being shit to design in, what's the issue with giving them a .doc file that they can type into?

I've had to do this a few times for Word. I don’t have an alternative and it's been a while but this is what I did.
Edit the Headers and Footers section of the Word template by embedding graphics. I wouldn’t mess with laying stuff out in Word.
Take your original letterhead design and slice it up as header graphic and footer graphic. Embed those in the header and footer respectively.
Edit the page margin settings accordingly. Set a type style in the stylesheet for the body text. Make sure to choose one that your coworkers will have on their computer.
- don't even need to splice it up as I said above - just import the whole A4 PDF into Word as a watermark - then add text areas - way easier - done in 5 minutes.fadein11
