True pixel art is drawn pixel by pixel, but you can use a program to reduce the number of colours used. Pixel artists like a program called Graphics Gale (I think) to do that sort of palette-swapping.

this thread might hold some options, but you wont achieve that original 80s videogame look

In my day, we made these images and animations by hand. Pixel by pixel. Frame by frame. I used Autodesk Animator (VGA) and then Animator Pro (SVGA).

First example is entirely hand drawn
Second example is actually a 3D render just with low res hand drawn texturesClosest you can hope for without doing it properly is to reduce the colours and have dither turned on which will give you a similar effect as if you had loaded a photo into a 16bit paint applications.
There is no easy solution to get this looking as good as true pixel artwork.

^ This. There's more to them than just the low resolution and reduced palette, they're *drawn* in that style too. The bear image shows that. I'm repeating everyone else aren't I.
