at this point, is it possible to make a clean, san serif font that hasn't been made before? Each is a slight modification of the next, so whatever you do, no matter how minor, you'll be in the clear.

Depends on the licence that comes with the purchased font. But if you are able to modify it to a complete outlined font you might be able to do it without the original font?

I´m working on a new visual identity for an old client.
I have an idea for a custom typeface that would sit perfectly what I´m designing for.I could easily tweak the idea from an existing font.
Example:
Buy font from font foundry (font-X).
Make your own outlined version out of it.
Give it to the client as part of their new identity...So, what comes to copyrights.
A. Is it possible for a customer to use the font as it is without any copyright issues.
B. Is it possible for a customer to use the font if they buy the license for the original font file (font-X).
C Modify the original font so much that no one will ever find out what was the original font and take your secret to the grave...Thanx
