it honestly just looks like 2 blurred layers in a mask - one animating up and the other animating down, overlapping eachother as they go. You can see the point where the animation 'pops' back to the original frame, pretty much confirming its a timeline animation. I suck at Flash so I'd just do it with 2 PNGs setup with the blurry lines of different lengths...
