^ maybe not. PPT often needs to be changed by non-designers leading up to a presentation. It's rare that ppt can be approached like an annual report or a poster or the like. In addition, a ppt really should be designed for a script, so the slides reinforce key points of the script. And when the script changes = slides need to change.
and this is why they're a PITA.
