Time Machine: drive full

I have a 1 TB drive for Time Machine backups. Eventually it filled up and I was fine with that. I doubt I'll need anything from many months ago.
I used it to restore a new drive from an old backup this morning. Now, I repeatedly get an error message about the drive being full.
This is blatant dorknology because before my crash, Time Machine would automatically delete the oldest content to make room for new backups. When I click OK to get Time Machine preferences, there's only an option to omit or include drives.
What happened to the delete oldest stuff option?

after a full restore, it no longer sees old backups as belonging to your newly restored drive.

no wait, that's after a logic board or other hardware change. I think the issue is that it wants to back up everything instead of just what has changed, since it sees every single file as having changed since your last backup, because it was restored

Right, no old backups are there. Just the first one that happened this morning. Since then, I keep getting the same warning I posted as a screen shot.
