  hey does anyone have some good reference sites of video backgrounds...also know where i can get some compression and tutorial techniques for this i have seen quite a few websites pull it off with out it looking too bad

  cant think of an example off hand, but you'll probably end up rendering the vid at something like half size, and scaling up as needed. make sure to set vid smoothing to true (flv.smoothing) in your script and it should look okay when scaled up. Just play around with diff encodes and sizes til you find the magic fit.
