  Any idea on how to create a map where end-user can plot points (property locations) on a map and input information that comes up in a pop-up description once point is rolled over. Yes like google but how would i go about doing something simple myself? In Flash? Any help is appreciated.

  simple? probably not...

  just use google. it's already written for you. you need an api key
