It's a completely different product from flash, aimed more at developers. It is not a design app or a replacement for flash.
The actionscript is the same(ish), but the way you build apps is quite different. (unless you wrote everything programmatically in flash, but even then some of it is different.)
That said, it's a breeze to use once you pick it up. You'll probably wonder how you ever did without data binding in flash. If you're planning to do a larger app, definitely look into the cairngorm microarchitecture... it's got some handy design patterns and best practices.
Don't expect to pick it up right away, but if you know flash, html/xml and maybe a little java, you'll be set.

It's perfect for custom back-end and front-end corporate type applications. And of course for AIR applications. Final product are .swf files - flash site but developing is done trough MXML, ADOBE's proprietary XML based language and Action Script 3 in combination. What a geek I am :P
- Oh and it's a breeze to work with if you're working on a complex flash applicationantistatic

Its a way for Adobe to bridge out into core development world. Plus Flex is workable with bridge, so it ties the work of a developer and designer together. =) Thats how I would apply it
