  How did they make the video/dotted clips in flash?

  probably after fx. but you could possibly recreate something similar in flash,

  -build out the black mesh, using flash's vector drawing tools.

  -import the video into a layer undernetah the mesh.

  -add a blur effect (flash8)

  i bet you that will get you pretty close (but tax your system's cpu)

  The cleanest method would be after fx and a clean video import into flash, no layering.
