Converting .vob files to .wmf or .mov

  Had a client call me up and say they were sending over a disc with a video they'd like put on their site. Problem is, when I get the "disc" it's a DVD with about 1.5 GB of video. I don't do much video work, so can anyone suggest the best methods/software to convert this to a web format? Something cheap since I would get much ROI on something like Premiere etc.
