You can use Disk Utility to security format from the Recovery partition (or any other bootable system). When erasing you'd want to turn up the security which is available via a "Security Options" button. Note that SSDs don't have this option as they are better suited for use with full encryption via Filevault.
If the drive is already encrypted via Filevault (which SSDs should be), a buyer would have to format over everything just so they set their own Filevault password (assuming they even know how).
